Abstract

Reliable systems and components are essential for safe operation of a nuclear power plant. The Canadian Nuclear Safety Commission (CNSC) has set out a regulatory framework with requirements and guidance for implementing a reliability program at a Canadian nuclear power plant. The reliability program is part of “fitness for service”, which is one of 14 safety and control areas that the CNSC uses to set out requirements and verify compliance.

This paper covers the CNSC’s requirements and guidance for the reliability program for nuclear power plants. It also outlines the risk-informed approach that is recommended by the CNSC, which includes activities such as identification of systems that are subject to the reliability program and setting reliability targets for the identified systems. In addition, this paper discusses reporting requirements; the CNSC verification process including regulatory review and inspection; and some examples of the risk applications that the Canadian licensees perform using probabilistic safety assessment for the reliability program.
