Independent Environmental Monitoring Program: Point Lepreau Nuclear Generating Site

New Brunswick Power Nuclear Corporation (NB Power) is licensed by the Canadian Nuclear Safety Commission (CNSC) to operate the Point Lepreau Nuclear Generating Site, which is situated 2 km northeast of Point Lepreau, NB and 40 km southwest of Saint John, NB. The site is located on the Lepreau Peninsula, on the northern shore of the Bay of Fundy, and includes one CANDU reactor and the Solid Radioactive Waste Management Facility. The reactor began operating in 1982, with a rated capacity of 705 MWe (megawatts electrical).

The Independent Environmental Monitoring Program (IEMP) results for 2017, 2016, 2015 and 2014 confirm that the public and the environment around the Point Lepreau site are protected and that there are no expected health impacts.

3 For radiological parameters where no guidelines exist, CNSC screening levels (also known as reference levels) were established based on conservative assumptions using CSA Group Standard N288.1-14 and ICRP 119. The screening level for a particular radionuclide in a particular medium (e.g., water, air, food) represents the activity concentration that would result in a dose of 0.1 mSv/y (millisieverts/year), a dose at which no health impacts are expected.

4 Tritiated water (HTO) is a radioactive form of water in which the usual hydrogen atoms in H2O are replaced with tritium. Elemental tritium (HT) refers to the radioactive form of hydrogen gas.

Background

Under the Nuclear Safety and Control Act, licensees of nuclear facilities are required to implement an environmental monitoring program to demonstrate that the public and the environment are protected from emissions related to the facility’s nuclear activities. The results of these monitoring programs are submitted to the CNSC to ensure compliance with applicable guidelines and limits, as set out in regulations that oversee Canada’s nuclear industry.

The CNSC has implemented its IEMP to verify that the public and the environment around licensed nuclear facilities are protected. It is separate from, but complementary to, the CNSC’s ongoing compliance verification program. The IEMP involves taking samples from public areas around the facilities, and measuring and analyzing the amount of radioactive and hazardous substances in those samples. CNSC staff collect the samples and send them to the CNSC’s state-of-the-art laboratory for testing and analysis. Since the implementation of the IEMP, the area outside of the Point Lepreau site perimeter has been sampled annually from 2014 to 2017.

The 2017 IEMP sampling plan for the Point Lepreau site focused on nuclear contaminants. A site-specific sampling plan was developed based on NB Power’s approved environmental monitoring program and the CNSC’s regulatory experience with the site. In 2017, samples were collected in publicly accessible areas outside the site perimeter and included surface and well water, soil and sediment, air particulates, vegetation, and food such as fish and shellfish and produce from local farms outside of the site perimeter fence. The measured radioactivity in all the samples with detectable radionuclide concentrations were below CNSC screening levels. There was one water sample in Duck Cove that showed an increase in tritium. However, the result of 100.7 Bq/L is in the numerical range of other water samples in close proximity, as reported in NB Power’s annual compliance reports, and well below the 7,000 Bq/L guideline for tritium in drinking water. CNSC staff will continue to monitor this location in future IEMP sampling. The screening levels are based on conservative assumptions about the exposure that would result in a dose of 0.1 mSv/year, which represents one tenth of the CNSC’s public dose limit of 1 mSv/year. No health or environmental impacts are expected at these levels.

2016, 2015 and 2014 results

The 2016, 2015, and 2014 IEMP sampling plan for the site focused on nuclear contaminants.
