CNSC Participant Funding Program Decision – Orano Canada Inc.’s Uranium Mine Decommissioning Licence Renewal for the Cluff Lake Project

The Canadian Nuclear Safety Commission (CNSC) announced on December 10, 2018 that it was offering $75,000 under its Participant Funding Program (PFP) to assist Indigenous peoples, members of the public and stakeholders to participate in the licence application review and the Commission’s public hearing process for Orano Canada Inc.’s (Orano) uranium mine decommissioning licence renewal for the Cluff Lake Project.

Background

Participant funding was made available by the CNSC:

  • for the provision of new, distinctive and valuable information to the CNSC through informed and topic-specific interventions
  • to assist interested parties in participating in the licence application review and the Commission’s public hearing process for the renewal of Orano’s uranium mine decommissioning licence for the Cluff Lake Project

A funding review committee (FRC), independent from the CNSC, was established to review the funding applications received by the CNSC’s PFP administrator, and to make recommendations on the allocation of up to $75,000 for eligible applicants. The FRC was provided the flexibility to recommend funding beyond $75,000 based on the value-added of the funding applications received.

The FRC members were:

  • Paul Scott, retired Regional Director of the Canadian Environmental Assessment Agency’s Vancouver office
  • Steve Burgess, retired Canadian Environmental Assessment Agency Director

The FRC reviewed five PFP applications received by the CNSC. Total funding requested was $202,364.07.

CNSC participant funding decision

The CNSC has carefully considered the FRC’s recommendations on the allocation of participant funding in the matter of Orano’s uranium mine decommissioning licence renewal for the Cluff Lake Project and has approved the reimbursement of up to $135,724.05 to the following recipients:
