Cost Recovery Program

The Canadian Nuclear Safety Commission (CNSC) Cost Recovery Program provides an equitable approach to the financing of the CNSC's regulatory activities, by charging the licensees all costs associated to the regulatory regime.

Formula Fee and Special Project Fee Hourly Rate effective April 1, 2013

The CNSC Cost Recovery Fees Regulations (CRFR) provide a mechanism for the CNSC to annually revise the hourly rate, in order to recover full costs. The CNSC conducted the yearly review of the hourly rate in compliance with the CNSC Cost Recovery Fees Regulations, and the rate will increase to $255/hour effective April 1, 2013.

The CNSC has also completed the first full review of its dosimetry program costs since the 2003 introduction of the CRFR. As a result of this review, the number of chargeable hours will be progressively increased over a period of three to six years, to closely reflect the regulatory costs associated with each type of dosimetry licence. For more information specific to the dosimetry licence fee increase, do not hesitate to contact us.

Licensing Fees for Low Energy Particle Accelerator

The CNSC has a new policy concerning the regulation of low energy particle accelerators. Accelerators operating at a beam energy of 1 (one) megaelectron-volt (MeV) or greater will now fall under CNSC regulatory authority. Facilities where these accelerators are used must meet the requirements of the NSCA and applicable regulations, and must now operate under an appropriate Class II nuclear facility licence. The Canadian Nuclear Safety Commission (CNSC) Cost Recovery Advisory Group (CRAG) is a vehicle through which representatives from the nuclear sector are given the opportunity to provide feedback on the operational management of CNSC's cost recovery program.
