REGDOC-3.5.3, Regulatory Fundamentals, Version 2, includes a new appendix, entitled Appendix A: Consideration of Cost-Benefit Information, which outlines how the CNSC considers cost-benefit information submitted by applicants, licensees, Indigenous peoples and stakeholders with respect to regulatory matters. The appendix on cost-benefit analysis is a result of previous work and consultation performed by the discussion paper, DIS-16-01, How the CNSC Considers Information on Costs and Benefits: Opportunities to Improve Guidance and Clarity(2016) and the associated What We Heard Report – DIS-16-01(2017).
The focus of this appendix is on information for stakeholders to consider should they choose to submit a cost-benefit analysis to the CNSC for licensing matters or for regulatory documents. How cost-benefit information is used in the development of regulations is out of scope of this appendix because it is a Treasury Board Secretariat-led process.
In addition, a minor update was made to the main body of the document to include information on the CNSC’s role with respect to impact assessments under the Impact Assessment Act (IAA).
